Thats quite stupid, there should be a hella alot of ice caps to melt to be able in increase the water level. Dude the sea handles: Fat people swimming, Icebergs, Ships, and "The ice caps" floating around in that water. But considering that ice is more compact then its watery substance. It possibly could but barely, not enough to make a difference. Remember Archimedes theory i think it was that. You have to consider that the Ice caps are already taking up space in the water also all those stated above. So if the ice caps melt the water would take up the space left behind the melting.

It's still not a good idea to let them melt thats just asking for trouble.

The frozon ice is above sea level, in face most of antratica is acually on land so if it melts the sea level will rise anyway
